cash-in-hand’ to avoid tax

Its morally wrong to get paid ‘cash-in-hand’ to avoid tax but who gave Treasury Minister David Gauke permission to take other poeples money from a hard earned wage ?

Gauke said in a Daily Telegraph interview “I think it is morally wrong. It is illegal for the plumber but it is pretty implicit in those circumstances that there is a reason why there is a discount for cash. That is a large part of the hidden economy.”

…but who gave Gauke the illegal permission to steal other peoples money ? isn’t that illegal on its own, criminal!
